Smart Tacho 2: Essential for compliance and avoiding heavy fines in the EU

April 1, 2025

As the European Union (EU) pushes forward with new regulations, ensuring compliance with the latest tachograph standards has become crucial for fleet managers and transport companies. One of the most significant changes currently is the mandatory retrofitting of vehicles with the Smart Tacho 2, an advanced tachograph system that replaces older versions. This change does not only help ensure road safety but also ensures compliance with EU regulations, which, if ignored, can lead to hefty fines for non-compliance.

Why the shift to Smart Tacho 2 is crucial

As of 2025, EU regulations require all vehicles involved in international transportation to be equipped with Smart Tacho 2. This new system is designed to monitor and track the driving times, rest periods, and working hours of drivers in a more efficient and accurate manner, helping to improve road safety and reducing the risk of accidents caused by driver fatigue.

Enforcing penalties for missing Smart2 Tachographs was supposed to start on January 1, 2025. However, the Committee on Road Transport, granted a two-month educational period, a grace period meaning that enforcement for non-compliance was postponed until February 28, 2025. However, this grace period has recently ended and failure to comply with current regulations can become costly for drivers and transport companies alike.

There are various deadlines for the retrofit based on the vehicle’s registration date. For vehicles registered before August 21, 2023, retrofitting has to be completed by December 2024, while vehicles with older tachographs will need to be retrofitted by August 2025. It is important to note that the deadline is also strict for lighter vehicles (those between 2.5 and 3.5 tons) engaged in international transport, with retrofitting becoming mandatory from July 2026. Failure to comply with these deadlines could result in severe fines, which vary across EU member states, and in some cases, suspension of transport privileges in certain countries.

Below is an overview of potential fines and sanctions in various countries, as published by The National Union of Road Carriers in Romania (UNTRR):

  • Austria: between €200 and €1,500.
  • Belgium: between €400 and €5,000.
